Some governments use this as an occasion to check the combat readiness of their people, as a practice alert. I can't see anything wrong in it. On the contrary, I consider it right and necessary to use this situation for training a variety of rescue services, perfecting the interaction between the departments responsible for safety in emergency situations. For the country's leadership this is an opportunity to test people readiness for joint action in case of serious threats. The civic solidarity and responsibility must have their probation and consolidation tools. Any skill can only be developed through a certain action. Speculation and planning alone are not enough.
