This symbol style is used to highlight letters or symbols inside paragraph. To highlight whole paragraph use templates for paragraph styles.
This style is used in Blavatsky H.P. Scrapbooks for restored parts of text. It could be lost or skipped parts.

The difference between restored and lost in following:

lost -- this text was in original cut, pasted by HPB;
restored -- HPB did not paste this text in her Scrapbooks, but it was in original newspaper, wherefrom it was restored (recovered); such a text provided as an additional information to clearify context and it has visual distinction.
